Brief Description
This role sits within the PMO Health, Safety & Wellbeing (HSW) team, supporting the delivery of client¿led assurance activities across the Transpennine Route Upgrade (TRU). The successful candidate will work on a range of critical infrastructure projects, collaborating closely with TRU East, TRU West and Central delivery teams to ensure consistent and effective application of health and safety standards.
The position offers excellent exposure to live projects and meaningful assurance activity, working alongside experienced HSW professionals and interfacing with project leadership teams. The role includes contributing to audits, inspections, reviews, and assurance reporting, providing direct insight into how health and safety performance is managed on one of Network Rail¿s most complex and high¿profile enhancement programmes.

Some of the key accountabilities of this role are:
Support the delivery of client led assurance activities across the Transpennine Route Upgrade, ensuring alignment with Network Rail, TRU programme and regulatory requirements.
Assist in the planning, coordination and completion of assurance reviews, including site inspections, audits and compliance checks across TRU East, TRU West and Central projects.
Contribute to the development and production of safety critical documentation and reports, including assurance findings, observations, recommendations and performance summaries.
Support and, where appropriate, participate in health, safety and environmental audits, tracking actions and providing follow up assurance to confirm effective close out.
Attend and contribute to key safety meetings, including alliance forums, contractor meetings and leadership level HSW reviews, providing professional input and accurate safety information.
Work closely with alliance partners and principal contractor teams to promote collaborative working, consistent standards and effective integration of HSW arrangements across the programme.
Provide CDM (Construction Design and Management) support, assisting with the monitoring of duty holder compliance and supporting the effective application of CDM Regulations across projects.
Support environmental assurance activities, including monitoring environmental compliance, contributing to reporting and supporting continuous improvement in environmental performance.
Assist in the identification, escalation and management of safety risks, ensuring issues are effectively communicated and addressed in line with programme governance.
Build and maintain strong working relationships with project teams, contractors, alliance partners and senior stakeholders to support effective delivery and positive safety culture.
Act as a proactive member of the PMO HSW team, contributing to continuous improvement initiatives, sharing good practice and supporting the wider programme¿s health, safety and wellbeing objectives.
We need you to have:
- Must be a member of the Institute of Occupational Health and safety (IOSH) at Certified (CertIOSH) level or above
- National Examinations Board of Occupational Health & Safety (NEBOSH) General Certificate pr Construction Certificate.
- Knowledge of health and safety management system and compliance management processes
- Knowledge and experience of railway operations and relevant standards
- Good risk assessment skills / knowledge
- Good interpersonal, communication and organisational skills
- Logical thinker

Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.
