Job & Benefits
The Industry Performance Relationship Manager will act as a performance specialist, responsible for delivering measurable improvements across key operational areas. The role requires strong cross-industry collaboration, stakeholder engagement, and the ability to embed sustainable performance improvements across Train Operating Companies (TOCs) and Network Rail Routes.
Key Accountabilities
This role focuses on driving collaboration between Network Rail and industry partners, enabling efficient use of resources, and embedding continuous improvement activity to deliver improved train performance, with particular emphasis on the following priority areas:
a. Incident Learning Reviews (ILRs)
The role will lead the development and delivery of a consistent, cross-industry approach to Incident Learning Reviews, ensuring that lessons from operational events are effectively captured, shared, and embedded into practice.
- Establish and maintain a joint ILR process across TOCs and Network Rail Routes.
- Lead structured reviews for significant incidents, ensuring timely delivery of outputs.
- Implement shared governance, including centralised reporting and action tracking.
- Embed learning into operational practice and strengthen feedback loops across operational teams.
b. Train Regulation Practice
The role will drive improvements in train regulation through a consistent framework and close collaboration with operational teams to enhance decision-making and reduce delay propagation across the WCML.
- Develop and maintain a joint regulation framework, including KPIs and governance.
- Improve regulating decisions to minimise delay propagation.
- Work with Performance, Control, and signalling teams to review decisions and implement targeted improvements.
- Produce practical guidance to support decision-making, including ARS and manual interventions.
c. Delay Attribution Data Quality
The role will focus on improving the accuracy, consistency, and integrity of delay attribution data to support effective performance management and decision-making.
- Review data sources and attribution decisions to ensure alignment with national standards.
- Work with TDA teams to improve Day 1 attribution accuracy and address systemic issues.
- Identify data quality gaps and implement corrective actions.
- Support resolution of disputed incidents, including independent reviews where required.

The Ideal Candidate
Essential
- Extensive experience in managing and/or supporting performance improvements in the rail industry
- Previous experience within an Operational background
- Demonstrable knowledge of programme and project management approaches and tools
- Ability to communicate complex issues to a diverse audience clearly
- Ability to identify and prioritise critical issues and create plans to deal with them
- Strong commercial acumen
Desirable
- Good understanding of project control solutions for planning, scheduling and tracking projects
- Railway industry knowledge
This is a FTC opportunity ending in 12 months. This role has the potential to become permanent.
