About the role
What does the average day look like?
On an average day, you might find yourself switching between strategic thinking and hands¿on delivery. You could be leading a workshop with industry partners to shape access reform, briefing senior leaders on the Rail Reform Bill, or translating complex legislative requirements into clear actions for the business.
Whether drafting advice, collaborating with colleagues across government, or preparing materials for key governance boards, each day offers variety, pace, and the chance to influence the direction of rail reform in a meaningful way.
A little bit about the team...
A team of eight subject¿matter experts and policy professionals, the Policy and Legislation Team plays a pivotal role in shaping the future of the railway. Bringing together deep industry knowledge and strong policy capability, the team provides Network Rail with critical insight and leadership across the rail reform agenda.

Who are we looking for?
We are looking for talented individuals who either come from a railway background - bringing valuable knowledge of industry practices, standards, and operational procedures - and are keen to develop their policy capability, or who are established policy specialists eager to build a strong understanding of the rail sector.
Whether you are a rail professional ready to broaden your strategic influence, or a policy expert excited to deepen your industry insight, you will thrive in this role if you are collaborative, analytical, and motivated by delivering meaningful, system¿wide reform. This is an excellent opportunity to stretch your skills, learn from experienced subject¿matter experts, and help shape one of the most significant transformation programmes in the rail industry.
Essential Criteria
- Experience in supporting policy development and implementation in a regulated environment, preferably in the rail sector
- Ability to work collaboratively with government and policy making organisations externally
- Significant experience in managing government relationships / political lobbying experience
- Proven influencing, persuasion and negotiating skills
- Excellent analytical, interpersonal and written skills, preferably in the production of policy statements
- Educated to degree level or can demonstrate equivalent experience
