About the role
NW&C CD are currently on the journey of designing and developing a new best-in-class ProjectWise Common Data Environment (CDE). The progressive development and implementation of the CDE across all CD programmes and projects will be challenging, requiring leadership, creating new documentation and the upskilling of all project teams. Project information models need to support the systems integration of complex multi-disciplinary railway projects (often with multiple construction stages) and effective collaboration across the supply chain and Network Rail project teams. This includes supporting a systematic approach to safety under the CDM and CSM regulations (eg Health and Safety Files, asset data handback and safety assessment reports).
The CDE will be used to support delivery of everything from track renewals, resignalling and station improvement projects through to major multi-year programmes of work such as Midlands Rail Hub and Network Rail's New Euston Station, with a variety of different designers and contractors involved. The successful application of the CDE for larger programmes will require close collaboration with the vendor and our supply chain partners.
Package: This role sits within Band 3C, Zone 1.
Location: The successful candidate can be based in Birmingham or Manchester.
As this is a role in a regional team, occasional travel across NW&C is required. Candidates should be comfortable with frequent travel to client/supplier sites, regional offices, or other business locations as needed.

Your experience and skills
What you'll be doing:
- Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review against all relevant legislation and liaise at times with relevant governmental departments.
- Monitor the competence of all Project Engineers working on projects within the BIM and Engineering Information Management discipline and provide functional guidance, direction and briefing.
- Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to the BIM and Engineering Information Management discipline. This includes preparing Employer's Information Requirements to support tendering and reviewing supplier responses (BIM Execution Plans etc).
- Provide a Common Data Environment which supports the application of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and the management of the environmental aspects of all projects in accordance with Network Rail Environmental Policy.
- Monitor all projects for compliance with Railway Group and Network Rail Company standards (including CAD standards), Network Rail project control procedures and BS EN ISO 19650 suite of standards for BIM.
- Monitor the competency of contractors' design, construction and specialist personnel in relation to BIM and engineering information management.
- Undertake reviews of the application of BIM for assuring digital engineering, design and construction activities. Arrange audits of contractors to monitor whether safety and quality of information management systems for design and construction are adequate.
- Carry out the duties of designated project engineer (DPE) when required.
- Undertake accident investigations when remitted to by the relevant designated competent person.
What you'll have:
- Significant experience in BIM and engineering information management, ideally with involvement in multidisciplinary construction and design projects.
- Technical qualifications to at least HNC level or equivalent in BIM and engineering information management.
- Membership of a relevant professional institution (for example ICE, IMechE, IET, RailEI etc)
- Experience of engineering contracts.
- Knowledge of structuring safety cases in support of projects.
- Knowledge of safety management and quality assurance.
- Understanding of the arrangements required for the quality assurance and independent assessment of construction works and information management systems.
- Accident investigation experience.
We would also like but it isn't crucial to have/to be:
- Background of working with vendors on the development, implementation, management and support of Digital Engineering systems incl. ProjectWise, SharePoint, Synchro, iTwin Platform, Reality Management.
- Experience with leading the establishment of regional project data standards, methods and procedures required to support the collaborative production of information.
- Know-how and experience in the creation and the management of SharePoint sites and content.
- Chartered status or equivalent in BIM and engineering information management.
- Appreciation of environmental issues in engineering works.
- Ability to present, train, coach and mentor all members of a project team and stakeholders.
